In the interest of reviving industrial policy, North American and European governments have left the green transition to finance and industry. This "derisking" regime has failed to create the changes needed to address climate change. In this Director's Note, Christopher Newfield draws from ISRF's project on climate finance to explore how countries such as China have employed the public discipline of private capital to expand their green energy capacities.
